The objective of this agreement is to ensure the export of safe animal feed from the Republic of Mauritius to the Republic of Madagascar. To exclude/eliminate the risk of transmission of prions of Bovine Spongiform Encephalopathy through animal feed, no meat meal or bone meal would be used as raw ingredients in the preparation of feeds; only fish meal or marine invertebrate meal would be authorized for inclusion during manufacture of animal feeds. The competent authorities which, for the purpose of this agreement, have been designated to be the Principal Veterinary Officer of the Ministry of Agriculture, Food Techology & Natural Resources of the Republic of Mauritius and the Director of Veterinary Services of the Ministry of Livestock of the Republic of Madagascar, would co-operate in the prevention of animal diseases and would mutually abide by the conditions laid down in the International Animal Health Code of the Office International des Epizooties (OIE) and the SPS Agreement as described by the World Trade Organization (WTO), to prevent the entry and spread of infectious agents into Madagascar through the exportation of animal feeds from the Republic of Mauritius. The competent authorities would also co-operate by exchanging information on animal diseases in their respective countries, documents specifying the relevant legislation, guidelines and procedures presently in force and, where applicable, information on measures for the control of animal diseases.
